I don't know why things like not pushing for the Kyoto treaty are considered unpredictable. In the US the treaty ratification went down 95-0 in the senate. The only chance it had to actually get ratified was to be renegotiated with major changes. Bush could have continued the polite fiction of that the US supports the treaty and expects to ratify it eventually, but some treaty is more likely to get signed eventually if the fact that this treaty has little support in the US if acknowledged openly rather then papered over with meaningless statements and false promises.
