I say that since the only vote that matters is the vote of the electoral college, all other representative ways of looking at the vote are equivalent in the value of their meaning. Popular or population are words but popular is meant as that which represents the population. So I see the counting of population by counties as representing accurately the sentiment of the population and thus the popular vote.
