To complement your first point, there was a little story involved Docomo's push into China.

Docomo used many strategic descriptions similar to those used by the royal army before the invasion of China, such as "pan-asia prosperity cycle" when they pushed wCDMA in China.(arrogant and ignorant!)

A Chinese author wrote a book titled something like "second Japanese invasion".

Docomo met with the publisher and demand public apology because the book could basically stop any Chinese carrier from joining arms with Docomo. And Docomo threatened with law suits or diplomatic protest.

The publisher and the author refused. Docomo has since done nothing to back up their threats.

On the second point

The hesitation of China's deployment of CDMA reflects China's worry about tight control of a critical sector by an American company. Major GSMers are from the countries with the least possibility of conflicts with China.

In China's view, there are two inevitables:

1. If Taiwan declares independence, China will fight.
2. If war breaks, US will join Taiwan's side. Sactions will follow.

With Korean's participation in CDMA, China is a little less worried.
