1987 was the last peak of the 80's real estate market. California and other states peaked much sooner than DC area. I remember the big aerospace shakeout in late 80s and the shakeout resulting from the changes in RE investment tax laws in 86. I don't know about NYC but I guess the 87 crash probably impacted that area first. DC was rolling around pretty good till 90 but most re prices peaked in 87-88.
