Interesting that towards the end of the article they blame Bush and the New World Order for dehydrating the land but it seems to me the major wild fires in Montana last year were during the Clinton administration.

The New World Order must have conspired with the tree huggers to take the evil methane belching cows off land their bison cousins had kept mowed short for ten thousand years. Allowing the grass to grow long in a hot dry summer created something called a tinder box. A real conspiracy theory would try and find out what the NWO and Big Oil has against methane production. Are they afraid that methane production by the cows could be harnessed and used to drive down the price of oil.

It would take a lot of resources for the system described in your article to work and in the long run would not be sustainable to push around a few clouds. By far the best paranoid delusion I have seen in a long time.
