Only a Republican can say it with conviction, without blinking, and then there will be more giant pandas on the way within the blink. Weapons build up all around anyway, as there is no reason at all for either side to take a chance. So predictable:) BTW, Bush's claim is correct, and Russia is probably the worst example.
