Alliance Applauds Boost in Energy-Efficiency Budget Request
The Alliance to Save Energy lauded the continued push by the Clinton Administration to increase crucial funding for energy-efficiency programs evident in its FY2000 budget request which was released February 1, 1999.
The U.S. Department of Energy (DOE) request for energy-efficiency programs is $837.5 million, which if enacted would provide a 21 percent increase over the FY99 appropriation. The U.S. Environmental Protection Agency (EPA) request for climate programs is $216.4 million—which includes $80.1 million for buildings, the account that funds the Energy Star and Green Lights programs. If the building’s request is fully funded, the Energy Star programs would receive approximately $72 million, which would be an 80 percent increase over the FY99 appropriation. The Energy Star program labels the most energy-efficient appliances and homes to give consumers a recognizable choice between products in the marketplace

President Clinton last week approved the Energy and Water Development Appropriations Act, which includes a $65 million increase in funding for research in renewable energy technologies. That represents about a 20 percent increase over fiscal year 2000 funding, bringing the total funding to $375 million. The U.S. Environmental Protection Agency will also receive $123 million -- a 19 percent increase -- for its Climate Change Technology Initiative, which helps businesses and consumers save energy and money. DOE's 1995 report, Energy Conservation Trends, shows that energy efficiency due to both high energy prices and federal programs has reduced long-term rates of fossil energy use and thereby curbed emissions of CO2 significantly. Based on this finding, the Clinton Administration repeatedly sought increased funding for energy efficiency as a strategy to further reduce emissions and help combat climate change.

In the Science account, Congress provides $3.0 billion for R&D, a substantial 14.0 percent or $369 million increase over FY 2000. President Clinton made DOE's science programs a centerpiece of his FY 2001 proposal to achieve a more balanced research portfolio by balancing past increases for the National Institutes of Health's biomedical research with large FY 2001 increases for key supporters of non-biomedical research such as DOE and the National Science Foundation (NSF). President Clinton requested a 12.6 percent increase for Science R&D as part of this balancing effort, and the final Energy-Water bill adds $37 million to his request for a 14.0 percent increase, far above the earlier House proposal of only 1.2 percent and the Senate proposal of 4.5 percent. (Science programs in the Table have been adjusted to reflect general reductions contained in the Energy-Water bill).

President Signs Bill for Renewable Energy Funding On September 30th, President Clinton signed H.R. 2605, the "Energy and Water Development Appropriations Act, 2000," which includes funding for DOE renewable energy research and development for fiscal year 2000. The bill sets renewable energy funding at $311 million -- $25 million below last year's levels and $88 million below the President's request. In a press statement, President Clinton expressed disappointment at the budget cut. Renewable energy advocates say there is still hope that the numbers could be revised during final budget negotiations.
