Has there ever been a time when fed fund rates were such an obsessive fixation by the equities market?

I have thought that if the Fed ever did meddle with margin rates, the signal would be so abundantly clear that the market would likely tank and never recover. And a debate would be open whether the Fed has any business interfering so directly with the market. Moreover if they did tighten margin requirements and Naz was sent to 500, would they then dare loosen? But perhaps I'm wrong as it's hard to see the market being much more sensitive to Fed meddling than with these interest rates lately.
