The growth rate went negative last June. businesscycle.com This gasoline crunch that Bush caused by not expanding drilling and refinement capacity 5 years ago, er, maybe that wasn't Bush who caused it. Any way, since you are against drilling and refining to increase the supply the other answer is to restrict demand. One way to do that is by rationing. Say allotting 20 gallons per month per driver sounds good to me.
