I agree that E-Cash circumvents the regulatory route focused on credit card regulation. The real issue with most "serious" gamblers, though are the issues of whether they're playing a fair game with reasonable oversight of the casinos they're playing against. Right now, if you play these, you are relying on their (casinos) word and not much more. The risk of being cheated is very high in such an environment. Not a wise gamble, IMO (not to say some won't try it anyway, as many obviously have).
