It means crappier service for the same or higher price. Conversely, it could mean transferring a service previously included in a good to the consumer while maintaining the cost of the good (the internet is particularly adept at this) Been to the bank lately (or used the instant teller in place of the bank teller)? Hospital? Airport check in? Grocery store? McDonald's? Call your HMO with questions? Technical support lines? Degradation of service refers to the hidden costs of deteriorating service (ie, cost of your time being wasted by poor/inefficient/non-existent service compared with the past)...these are but a few examples. There are many more.
