You know you can find plenty of Nasdaq National Market issues that will give you Average True Ranges of 10% or more if you look. You'll find greater liquidity, much smaller spreads thus much lower costs, and you can find ones with enough volume that you can actually get in and out quickly witout all the bids or asks disappearing on you. The higher volume will actually give you an intraday chart that has T/A predictibility to it. You don't have to ride the OTC:BB stocks with their associated shananigans to get the price moves you're looking without the high transaction costs. You want the short term moving averages to look like nice predictible curves not herky jerky lines that change direction every other day, or stocks where are all up moves are spikes. You want stocks that exhibit predictible momentum.
