I got an e-mail from a lurker Colin Hildinger with his theory on 1.7 GHz launch:

"The 1.7 "launch" allows INTC to save face on dropping the 1.3-1.5GHz prices at the end of the month. They can say, "this is what we do when we introduce new processors." Otherwise, it's a price war, right? Well, they have no intention of shipping volumes at 1.7, they just want to get the 1.3-1.5GHz parts out the door. I think this theory matches the situation better than anything else I've come up with..."
