As an example of your point about excess capacity, I learned that the Moscone Center has as many as ten extra fiber optic cables that enter the building and terminate in a closet without any connection. These are remnants of an era when the mantra was build and they will come. It was just plain overdone. So will they sit there until someone needs closet space for a better purpose?
