We won't have to have any new states, just shrink some we already have. Move the Mexican border north to the ridge line of the San Gabriel mtns and then continue at roughly that same distance north of the current border all the way to the vicinity of Corpus Christi, TX. Colorado river and CA aqueduct would continue to flow, but with metered flow and appropriate charges at the border. Water charges and immigration would be enforced by the U.S. Military. Armed soldier every 10 yds ought to do it. About 350,000 troops per shift could handle it. :-) hahahaha
