My point is people may make more rational decisions (profitable sell decisions, anyway) in an IRA because they will not worry about tax considerations in selling bloated stocks

How about the losses that can also be in an IRA. I have a friend who is a CPA his IRA right now is probably the biggest losing proposition he ever got into. He treated his IRA totally long range. There was no point selling to him as there was no benefit for tax loss.
