A wise article. Our advantage is basically technological, and we cannot afford to lose the edge. We are the principal "status quo power", basically committed to reform within the existing state system, rather than revolution. There are many "revisionist powers", some of whom are capable of cooperation on a strategic level, some of whom have cooperated in the area of terrorism, and all of whom might take advantage of military entanglement in one part of the world to launch an offensive elsewhere. As a trading nation, we are dependent upon the relative maintenance of order and freedom of the seas. As a great nation, we cannot be completely indifferent to catastrophic events. As a nation with potential strategic rivals, that we cannot afford to ignore, we must consider the effects on our strategic position of various possible scenarios, and be prepared to respond........
