slacker- I was hoping you would know the definitive answer. Thanks for responding nonetheless. IMO, a government building in revenues into a budget wouldn't surprise me EVEN if they don't have the money in hand or any guarantee they will.

I'm of the opinion the bidders really didn't expect to actually pay out the money for the licenses. They figured something would break in the system and the price would be reduced. It's just my opinion only. I guess a simple way to find out would be to find a known winning bidder of the largest 3G license and check their cash flow statement (if it trades as an ADR).

Who is the largest bidder and when was the European auction for 3G again? Thanks. -MikeM(From Florida)
