Maybe it was to keep the CPU prices dropping.

Dell wants price cuts in every component as that is the best environment for Dell to operate in due to their business model. Allows them a good opportunity to gain more market share.
Why should Dell say something positive that could make Intel plans for price cuts less aggressive. The same applies for other components.

Why even drop hints of improving business when you can quietly take in a lot of market share.

I think Dell bounces back.
...whether or not Intel bounces is less of a certainty.
