Yes, price has closed below the median line, but the bar remains attached to the median line. This monthly fork is still active..., positive and rising.
Using
Handle: week 3 july 98 high
Spread: sept 98 low --- jan 2000 high

Weekly charts and with that same fork shows exactly the same thing.
This fork is still active, positive and rising.

NOTE:
To have a bar close below this median line unattached, would increase substantially the attraction of the lower tine at 8000 for the weekly and 7750 for the monthly.
