To this engineer I'd suggest that you have your head up your butt and once again cannot see the process in context.

Designing integrated digital circuits requires several of some pretty good engineers. At least one or few first stringers in that area of expertise. But in todays age of very high bandwidth and inexpensive to the point of almost personal supercomputers, The engineers can live anywhere and conference in many ways.

I see no requirement for any major universities. It may be a current practice to use cheap advanced degree candidates for some of the mundane work, but that's not a requirement.

The manufacturing does require billions of dollars in capitol equipment but the equipment needs fewer and fewer very very dirty(unclean) humans to be involved in the process. Scum particles must be reduced to parts in a billion.

So any or let's say many small towns could provide the resources to house several dozen of what ever group is required to design and manufacture a microprocessor or other advanced electronics.

What few really understand is the cascading effect of computing power with computer aided design automation and it's ability to allow the few who really understand it to eliminate the need of cheap mundanes and change the 20, 80 rule to 5, 95.
