While unfortunate that the deliveries will be delayed for a few months, I don't believe that this will have any impact on intel's initial 0.13u ramp for several reasons:

This 193HNA Stepper is most likely being used as a "critical layer" stepper. Not every stepper in Litho needs to have the high resolution that this stepper provides, because not every layer needs the 130nm resolution. Most of the time, these types of steppers run specific layers that require the high resolution that it can deliver.

SVGL can still deliver it's current 193nm stepper which can create the 0.13u layers required for intels P860 process. The advantage of the 193 HNA stepper is that it could potentially create line widths down to the 100nm (0.10u) range, which would be a big advantage for process improvements. Intel could in the interm, install the currently available 193nm stepper to launch High Volume Manufacturing (HVM) on 0.13u. Since more than 1 or 2 steppers are needed to reach HVM, intel could later install the 193 HNA stepper as the 5th, 6th, 7th etc. quantity steppers as they become available.

So, while unfortunate that these steppers won't be available for another "3 months", in the big picture of the 0.13u ramp, it looks to me like it's more of a hiccup, than a heart attack.
