Heronwater--I have been monitoring the rate stuff for some time. Interestingly I always seem to be able to guess the amount of change up or down. Been doing it for several years now. (Except of course these surprise announcements). I realized that I was accurate because I looked at it from a psychological aspect. I knew what the Fed wanted to do (that is always widely discussed and public) and then I determined what is the 'acceptable' level of change for them to do it at.
Like you I am puzzled by this last cut. I think the Fed cost themselves room to react and I wonder why. What were they seeing in the data that generated this sort of reaction? A recession perhaps? I didn't think the last cut was bullish at all. I found it a window into what the Fed was seeing and they looked at least worried and maybe scared.
All the Best
