Because they are aiming the DDR chipset at the very low cost market, and apparently 6 layers won't cut it. For the stuff I do, most of the boards are 10 layers plus and they only cost us a couple of bucks a pieces. Now true, a motherboard is larger, but so are the volumes. I personally don't see where 6 layers is that big of a cost factor, but the reports almost always hold that it is. A 128 bit wide memory bus would have to be on a 6 or even 8 layer board to keep the size in line.
