SNC-Lavalin and Pipeline Power Partners to Design and
Build Gas Compressor Station in New York State

HOUSTON, TEXAS and CALGARY, ALBERTA--APRIL 26, 2001 - 18:29 EDT
The joint venture between
SNC-Lavalin Corporation (wholly-owned subsidiary of SNC-Lavalin
Group) and Pipeline Power Partners (PPP) is pleased to announce
the signing of a contract with Central New York Oil and Gas
Company to provide the engineering, procurement, construction, and
commissioning of a natural gas storage compression facility and
associated gas processing equipment to operate the Stagecoach Gas
Storage Project in Tioga County, New York. The project is
expected to begin injection service in August 2001.

This storage facility will provide up to 12 Bcf of much-needed gas
storage capacity and deliverability to northeastern U.S. gas
markets. The project will have 25,000 horsepower of gas
compression equipment and complete gas processing capabilities
which will be able to inject up to 250 MMcfd and withdraw up to
500 MMcfd of natural gas.

"The combination of SNC-Lavalin's leadership in the production,
transportation, processing, upgrading and delivery of conventional
energy resources, chemicals, petrochemicals and synthetic fuels,
and Pipeline Power Partners' ability to deliver the optimum
combination of technology and lowest life cycle costs has created
an outstanding design and construction team that will set the
standard for gas storage field operations in North America," said
Dale Christensen, Senior Vice President and General Manager of
SNC-Lavalin's Chemicals and Petroleum Business Unit.

Central New York Oil and Gas Company is a wholly owned subsidiary
of eCORP, a Houston-based developer of natural gas storage and
energy facilities. John F. Thrash, President of eCORP, said: "As
demonstrated over the past several months, the Northeast gas
markets are in need of additional high deliverability gas storage
projects. The Stagecoach Project will establish the framework for
additional gas storage projects that eCORP is developing
throughout the United States."

"The Stagecoach Gas Storage Project will be able to capitalize on
our strengths and realize the benefits of electric-drive
compression," said Harry Helton, President and Chief Executive
Officer of Pipeline Power Partners. "The high-speed
electric-drive compressors are completely sealed, are
environmentally friendly and minimize operating costs while
maximizing operating flexibility required by gas storage
operations."
