You are correct, that is my assumption. I also suspect that the 20% figure is a lowballed one assuming that Palomino runs at 24 watts at 1.4 volts and 1GHz or so. Considering that 1.4GHz on a 0.18 micron process is an astonishing figure, I am only tentatively saying 1.7GHz. Anything above 1.5GHz will make it more than competitive, much more if the P4 can't get to 2GHz in 0.18. Considering that Intel seems to be resorting to overclocking to hit 1.7GHz, this might be safe...

Ok, maybe not overclocking, but to have to start boosting voltages this early in the cycle seems to be a bad sign for Intel.
