John: The point is that voltage can be altered by software. In addition, a notebook can discern whether it's running on batteries or external power.

I was simply trying to point out that a notebook running PowerNow! isn't limited to a lower operating frequency when running off the battery (compared to when running off the mains). (This in contrast to SpeedStep, where such a limitation is in place).
