Here is good reference point for evaluating country risk put out by Behre Dolbear, one of the top mining industry consultants. Go to slides 20-23.

They evaluate twenty five mineral rich countries based on several criteria. The highest rank goes to Australia with 59 and then Canada with 56. The later no doubt depends on the province but certainly Ontario and Quebec rank well. They rank Mexico (54) third ahead of the US (52). Peru, Chile, Argentina, and Brazil (ranked tenth) all rank in top ten. Greece is ranked sixth with 47, and is really one of the better mining countries out there. This may turn out to be completely wrong, but it is one of the reasons I was willing to take a shot at TVX and am discounting the press releases and "permitting reversal" rumors about Olympias.

South Africa, Ghana, and Tanzania are ranked 11,12,13 in the middle of the pack. I think Ghana is improving with the new government, and South Africa is really in flux. Near the very bottom is Russia with 14, and Papua New Guinea with 18.
