You are right. It is English, or, more exactly, (-English).
An intelligent person, when finding some discrepancies
in construction of English sentence, would immediately
assume that it must something different from plain language, may be a sort of mathematical formula, eh?
And therefore he/she would read it correctly as:

(INTC Current Assets) - (Current Liabilities) was(=) (-$1,148M)/Q.

Therefore you probably should not expose limitations
of your own intelligence and lecture us on proper
grasp of true English.
