The "Elliot Wave" and similar theories say that we are in the third wave of a typical 3 wave bear. The third wave has several mini waves and this is a rally one. Then supposedly we get a down wave, another small rally one, and then the KILLER down that will decimate everyone in the market.
Not until then do we get a bull, according to this theory.
This also goes along with the usual market , pres pattern : first two years of a Pres term the market stinks last two years market is good.
