As a matter of fact, to get the C:\ directory expanded, all I had to add to the target line is "/e" (which is obviously "expand"), that is, "%SystemRoot%\explorer.exe /e". Then I just made a second desktop shortcut for my D:\ directory, exactly as you said.
Now, on to my newest peeve, which is with Netscape. I had Communicator 4.76 running nicely, and had My Netscape tweaked to be usable as my default home page. So naturally I had to mess with it. Why would I ever leave well enough alone? As a result of either switching to Communicator 4.77, or of accepting the invitation to try the new My Netscape, my display fonts have gone flaky on me, displaying either too large or too small depending on the site. I suspect the new My Netscape, because it presents itself in a too tiny font and does not respond at all to View/Increase Font.
This is all a Netscape problem. My display basics are: 19" Dell Trinitron screen, 32 bit True Color at 1024 x 768, and I'm trying to get a fairly large and legible display font for easy reading.
