Is the problem really a capacity problem? People keep on talking about building new plants as the solution, and this would indicate a capacity problem, not a fuel problem. My understanding is that there are a couple of power plants that were shut down here in California and are sitting idle. If this is true, why would we be talking about building more plants elsewhere?

Are there any figures that show the increase in energy consumption between last year and now? If there is no significant increase, why didn't we have power shortages last year based on capacity?
