A lot of people don't believe that suffering is the WILL OF GOD, and thus a good thing. They don't believe the suffering need "kisses from Jesus". They believe that the suffering need medicine, and health care, and relief from the everpresent and unending agony of their pain.

I'm still not sure exactly what Mother Teresa did as far as pain control, but even if she provided little or none I don't think she really prevented people from getting pain relief. The extremely poor and the dying were not likely to get much in the way of medical treatment. If they did not get what comfort MT did provide many of them just would have died on the street.
