One tests what is testable But many many things are testable, and there is only so much time and effort. If the test is to be standard then some subset of skills needs to be chosen to decide who succeeds and who flips burgers. When I was younger, the ability to diagram sentences was paramount. Today it will probably be spelling since it is rote enough that even home schoolers (and computers) can learn it. perform elementary mathematical operations So it is better to have students that can mimic a calculator than to have some that can make use of the equations?
