If there's excess revenue, it ought to be returned to those Americans who paid it into the pot in the first place. It's our money, isn't it?

Excess revenue? The US Government is $6 trillion in debt, and taxes us $1 billion per day to finance that debt.

The concept of "excess revenue" is absurd. Pay off the debt, and then make the tax cut. Paying off the debt will save the taxpayers $3 trillion in interest payments over a ten year period.

Bush's plan is just plain stupid.
