I tried downloading it twice and couldn't open it nor find it in programs. Then I read the "readme file" and this is why:

>>>If, however, you are unable to open
the *.msi package contained in this zip file, you will need to install
the runtime.

The runtime is about 1.5MB and is available from Microsoft -

For Windows 9x:

microsoft.com;

I went to that site and downloaded the Inst.Msi.exe file and it finally worked!
