Seems to me, Socialism freezes social and economic classes is place.
That certainly was largely the effect of communism.

Communism created a new gentry (the apparatchik and nomenklatura) but it sure was great for them. Not so good for the proletariat, though. While the working classes in most industrialized capitalist countries enjoyed great improvements, they made no or at best small gains- -at the cost of their political freedom.

The govt take of GDP was about 32% (still high by US standards). I believe it is higher than 50% today. France is in bad need of shock therapy-- slashing taxes, cutting public servants rolls, raising retirement age, slashing unemployment benefits (90% of salary for a year). You think it will ever happen? These guys would rather be a 3rd World Country (quickly becoming one) rather being rich and capitalist.
That is Bernard Levy's statement that started this. It is really hard to believe the weak coalition governments of France will ever muster the political courage to make the necessary changes.
