I have this theory that an economy does not get maximum performance unless it is totally honest. I assume none in existence are totally so - so it is a question of degree. Reasoning is that dishonesty is a big economic drag. Things take longer to get done and cost more, there is less certainty. The dishonesty is killing the Russians and will the Chinese until they learn better.
