"Vouchers will be the means for the rich to get richer and the poor poorer." How could it be any worse than it is now. Let's try vouchers and see if they help. If they don't we try something else. The bottom line is that the status quo is unacceptable and the teachers don't have the answer. If they did we wouldn't have the problem. Keep reinventing until we find what works. Little joe
