Little Joe look at the flippant response from Scumbria to you. It sums it all up. They don't want the blacks to improve and they don't want them to have vouchers. IF they got vouchers they might end up in the same schools as their kids are in and they might not need handouts. Besides the purpose of the public school system is not to educate but to indoctrinate. Blacks vote overwhelmingly Democrat further proof that the system is doing just what it is supposed to.
