Amy, he isn't necessarily advocating an action. Instead, he is pointing out that we have been importing capital for a long time, which has contributed mightily to our economic well-being. The fact of the matter is that we cannot count on this capital coming into the country indefinitely. This will affect the dollar and will also limit the Fed's ability to influence the economy.
