Thomas: Perhaps a poor choice of words since so many misinterpreted. I meant to say-as you say yourself- that the schools that are already doing well will do better with greater funding that would come with the exercise of vouchers, while schools doing poorly will do even worse for the same reason. This does not seem right, since the net effect would leave many students in exactly the same circumstances, if not worse.
