I was just pointing out that health care benefits for government workers are strictly public funds, so I think you're making a distinction without a difference.

CH, what a government provides its employees as compensation and what a government provides its citizens in transfer payments are two entirely different things even though the funding for each is public money. Government in the role of employer is different from government in the role of government.
