I think it has been effective. And I had thought I drew the distinction just fine, so really didn't know how to make it clearer. I agree with me even more after reading you. ;)

I agree with you that we need to be careful about what we cover, but I would like the basis to be what is fair and equitable to employees when looking at the coverage that we would like to have in private employment, or in a private package we purchase. Certainly in a private package, we might look for things that are extras, but shouldn't dismiss govt. employees, on whatever level, being denied them out of hand, but look at them and decide. That goes for retirement packages, as well.
