To be fair Cyber, they did send the following explanation to me today. It appears that the most you would pay is 2 commissions (1 too many), and then only if you route thru CyberExchange ECN... OR if you cancel and replace the order :

I also would like to make sure that you are aware that if you send an order
to an ECN directly and that same order fills in multiple lots throughout the
day, you will only be charged one base commission.

A CyBerExchange Order will run through a cycle of re-routing your order for
up to 90 seconds and then sends out a final Smart Order for any unfilled
portion of the order. The final Smart Order is considered to be a separate
order, so if you get a partial fill during the first part of the order (the
90-second cycle), you will be charged another base commission for a fill
that happens during the Smart Order beyond 2 minutes of the first execution.
So even with a CyBerExchange Order the most you will be charged is 2 base
commissions. One during the first part of the order (90-second re-routing
cycle) and one for the Smart Order even if it takes all day to execute and
fills in multiple lots.
