Yes. That is part of the governmental protections they get. The Japanese gov't claims that Americans just can't grow rice that is pleasing to the discerning Japanese palate- -and they aren't even going to let American farmers try.

Also, by no means are all Japanese particularly well off. Many would probably settle for a lower grade of rice to have money left for other things. But the Japanese gov't is determined that they shall not have the chance.
