Ok, truce. Gao actually said "3.0, 2.5 and 2.0 gdp". He did NOT say "%" and he did NOT say "growth", so I assumed he was talking some absolute value, units not specified. In that case, the 1st Der. is negative. In retrospect, he could likely have meant "% growth" in which case you are correct.
