third, the utilities were the bad guys and had no choice. Those who made the decision were politician trying to manage what should be managed by private enterprise. The politician once again had their communist heads up their communist butts. Some of the Democratic politicians have actually been using phrases such as "5 year plans" to describe the ideas. It is very disturbing.
