That's line item veto. Something that Reagan and Bush didn't have. It wasn't until the Republicans gave Clinton the line item that a president had that power. Clinton made sure to use that power to back stab the same people who gave it to him.

Think back to Clinton vetoing a whole budget. If you had a TV you could have seen him giving speeches about starving the children. Back in the "it's for the children" era.
