Yes, one would certainly think so, in any case. Although there is nothing that binds the carrier who provides DSL to increase their upstream capacity to the edge and core. Only competition and user sentiment (rating satisfaction and levels of disgust) in a competitive environment will ensure that upgrades are done in accordance with, or keyed towards soothing, users' desires. Left to their own devices when there is no competition, however, SPs - and I'm referring to the MSOs as well as the ILECs here - will be very reluctant to do platform upgrades. I.e., increasing throughput and routing capabilities, as traffic levels increase, IMO. In a more general sense, however, I suppose that you are right, since increased DSL presence will have the effect of increased traffic generation, which will raise the tide of traffic, in any case.
